TikTok Business Center is the layer above TikTok Ads Manager. Ads Manager is where a campaign is built inside one ad account; Business Center is where the business owns those ad accounts and everything around them, and decides who may open each one. TikTok's own summary is that it "puts asset management, account management, and permission allocation all in one spot" (About TikTok Business Center, read 2 November 2026). It is the place TikTok expects a business with more than one ad account, or an agency, to work from.

What TikTok Business Center holds

Everything in a Business Center is an account or an asset, and each one can be shared separately. TikTok's list: ad accounts (it calls them advertiser accounts), TikTok accounts, TikTok One accounts, Shops, Pixels, catalogues, audiences and leads.

Above them sits the Company, the legal business you advertise as. One company can have several Business Centers, and TikTok recommends advertisers create new ones under an existing company "to keep all your ad accounts and advertising assets consolidated" (set up a Business Center, read 2 November 2026). Each TikTok for Business user can create up to 30 Business Centers.

TikTok accounts get their own two permission levels (managing TikTok accounts, read 2 November 2026). Deliver ads lets someone use the account's identity and posts in paid campaigns, which is what Spark Ads need. Manage account adds the organic side: replying to comments, sending messages and editing the profile. A brand can therefore let an agency run Spark Ads on its account without letting it touch the profile. A Business Center can also create an Organization Account, a TikTok account owned by the Business Center rather than by anyone's personal login.

Three kinds of Business Center

The help pages name three types, and they behave differently.

TypeWho it is forWhat is different
Directan advertiser promoting its own businesspairs with an Agency Business Center to form a media agency partnership
Agencyan agency running ads for clientscreates ad accounts in the client's company name; groups partners by company
Enterpriselarge brands and agenciesa multi-tiered structure with several Business Centers under one organisation

You choose between I am an advertiser and I am an agency when you create one. TikTok also mentions Creator Agency Business Centers, which cannot create ad accounts at all (create ad accounts, read 2 November 2026).

Members and their roles

A member is one person, added by email under Users › Add Members. Each Business Center can have up to 4,000 (add members, read 2 November 2026). Every member gets one basic role and can get a finance role on top (roles and permissions, read 2 November 2026):

RoleKindWhat it allows
Adminbasiceverything: adds and removes members and partners, creates ad accounts and requests access to others
Standardbasiconly the accounts and assets assigned to that member
Finance Manageradvancedfull control of finance and payments
Finance Analystadvancedview and download financial data

One detail trips people up. TikTok says you "need to assign an Advanced role to your Business Center Admins to view or manage finances", so an Admin without a finance role cannot see the money.

Inside each ad account, the person or partner then gets one of three levels: Admin (everything, including the account's settings), Operator (ads, audiences and finance, but not settings) or Analyst (view ads, performance and reports) (account and asset permissions, read 2 November 2026).

Partners

A partner is another business's Business Center. TikTok's partners page gives four use cases: an agency working with its advertisers, an advertiser working with its agency, two agencies collaborating, and a headquarters that needs to see its branches' ad accounts (Business Center partners, read 2 November 2026).

The difference from a member is who manages the people. You share accounts with the partner's Business Center as a whole, and the partner's own admins decide which of their staff work on them. You add a partner by its Business Center ID or one of its ad account IDs, and removing it ends every share at once. The steps, with the permission to pick for an agency, are in how to give an agency access to TikTok Ads.

Money and security

Business Center keeps billing, payments, transactions and invoices for all its ad accounts in one place. Billing options and the Payment Portfolio, which can share a cash balance or credit line across ad accounts under the same entity, are set up from there (About Payment Portfolio, read 2 November 2026). Each ad account still keeps the currency and time zone it was created with, because TikTok does not let you edit either afterwards.

For security it offers 2-step verification, which TikTok prompts for when a Business Center is created, and an email domain allowlist that "only lets in approved email domains". A business that turns the allowlist on can stop anyone joining from a personal address.

When you need one

A single advertiser with one ad account and one person running it can work in Ads Manager alone. A Business Center pays off at the first of these: a second ad account, a second person, or an agency. It is how TikTok expects access to be given without handing over a password, and an account created inside it belongs to the business rather than to whoever happened to set it up. How many ad accounts a business may run, and the limits TikTok prints, are in can you run multiple TikTok ad accounts. Google's nearest equivalent is the manager account, which by default does not own a client account it links to (Google Ads manager accounts explained).

What Business Center does not separate

Business Center separates access. It does not separate browsers. An agency employee who holds the agency's TikTok for Business login, a login on a client's domain and the brand's own TikTok account still signs in to all three in the same browser unless something keeps them apart. In Mosaic each login is a profile with its own cookies, fingerprint and proxy, grouped in a project per client, and a client's two-factor codes sit in the companion inside that client's profile only.
